The Supreme Authority of the Federation shall be vested in the Delegates Congress and all other organs and authorities shall be subordinate to it.
General Council
The General Council shall be vested with the power and authority to carry out the business of the Federation in accordance with the resolutions and motions of the Elective Congress during the period between Congresses.
Executive Board
The Executive Board shall be vested with the regular administrative power during the period between Councils and shall delegate some of its functions to any Committee established under this Constitution.
